Obama Administration Issues Rules Requiring Parity in Treatment of Mental, Substance Use Disorders

The Departments of Health and Human Services, Labor and the Treasury today jointly issued new rules providing parity for consumers enrolled in group health plans who need treatment for mental health or substance use disorders. The new rules prohibit group health insurance plans typically offered by employers from restricting access to care by limiting benefits and requiring higher patient costs than those that apply to general medical or surgical benefits. The rules implement the Paul Wellstone and Pete Domenici Mental Health Parity and Addiction Equity Act of 2008 (MHPAEA).

Children's Health Insurance Program Reauthorization Act of 2009 (CHIPRA)

Provides information about CHIPRA (Public Law 111-3), which reauthorized the Children's Health Insurance Program (CHIP) through FY 2013. CHIPRA maintains health coverage for the millions of children who rely on CHIP and provides the resources for states to reach millions of additional uninsured children. Medicare Expands List of Covered Preventive Services to Include HIV Screening Tests

The Centers for Medicare & Medicaid Services (CMS) has announced its decision to cover Human Immunodeficiency Virus (HIV) infection screening for Medicare beneficiaries who are at increased risk for the infection, including women who are pregnant and Medicare beneficiaries of any age who voluntarily request the service. AHRQ Mental Health Research Findings

This publication from the Agency for Healthcare Research and Quality (AHRQ) reports that one in four adults in the United States suffers from a mental disorder in a given year, with about 6 percent suffering from a serious mental illness. These problems typically take a toll on overall health. For example, patients diagnosed with a serious mental disorder die 25 years earlier than the general population. Related behavioral issues such as substance abuse or domestic violence also remain persistent problems.
